Resolve problems with hooks
This update includes:
- Disable PlaceholderAPI hook by default in config.yml
- Fix exceptions if Vault or GadgetsMenu was not found but hooks were disabled
- Some technical changes in code
- Resolve rare issue - shops weren't loading on startup
