Fix auto plant sapling
Update core to 1.21.3
supported versions 1.16 to 1.21.3

 -  Now if you cut down a tree and the axe breaks the tree will not break further.
 -  Now you can add a tree to the block list so that it can't be chopped down with 1 blow.
 -  Added configuration file comments and optimized file handling.
 -  Added “/timber reload” command to update changes after saving a file.
 -  Now in the user menu can not put items.
